District, Martin County Education Association Reach Agreement on Teacher Compensation

The Martin County School District has come to an agreement with the Martin County Education Association (MCEA) to modify the 2017-2019 collective bargaining agreement for instructional employees.  The modifications include performance pay raises for all instructional personnel who were designated as Highly Effective and Effective based on their evaluations during the 2017-2018 school year.  Highly Effective teachers received a retroactive raise for the 2018-2019 school year of $1,500 (Annual Contract) or $1,200 (Professional Services Contract).  Those with an Effective designation received the retroactive raise of $1,200 (Annual Contract) or $900 (Professional Services Contract).  These raises are permanent increases and are being added to the base salaries of eligible employees.


"When it comes to believing in children and working to ensure each child reaches their highest personal potential, you'll never find a more dedicated team of educators than we have right here in Martin County," Superintendent Laurie J. Gaylord shared.  "I am pleased that we were able to come to an agreement with MCEA to enhance our overall teacher compensation package."


School Board Chair Christia Li Roberts echoed that sentiment.


“The Martin County School District is synonymous with educational excellence, and our teachers are the foundation for everything we do for our students," she said.  "It’s important to the School Board that we continue to show our teachers that we value them, and we want to do everything we can to keep them here educating children in Martin County.”  


In August 2018, the voters of Martin County validated the importance of the District’s teachers by approving a half-mill property tax increase that will partially be used to fund stipends for teachers.  Teachers who were employed during the 2018-2019 school year will receive their stipends when they return to work in the fall.  Stipend awards are based on years of teaching experience – teachers who have 0 – 5 years of teaching experience will receive $1,800, educators with 6-9 years of experience will receive $5,000 and those with 10 or more years of experience will receive $7,800.  The stipends are Florida Retirement System (FRS) eligible, helping to make teachers’ retirements more secure. 


More than 1,000 District teachers also received additional bonuses through the Florida Department of Education’s Best and Brightest Program, which is based on their SAT or ACT scores and performance ratings.  Qualified teachers earned more than $1.5 million from the program during the 2018-2019 school year. 


“There are a variety of components that contribute to a teacher's compensation package,” Mrs. Roberts said. “While the base salary is the major piece, our teachers are eligible to earn supplements in a variety of ways including holding advanced degrees, serving as team leaders or coordinators, acting as club sponsors, coaching sports teams, or teaching in our Title I or Western Zone schools. Teachers who were employed by the District prior to February 1, 2019, and who are returning in the fall will receive their millage stipend.  And, Highly Effective and Effective teachers also qualify for the Performance Pay raise - that’s just the money coming from our local, general fund budget.”


The agreement ratified by MCEA on May 30 and approved by the School Board on June 4, 2019, also included an increase of $300 on the instructional salary schedule for the initial placement of new teachers, based on years of experience.
