Project STELLAR (Stingrays Targeting Early Literacy, Learning, and Reading) is an innovative, grant-funded literacy initiative made possible through the collaborative partnership of the Children’s Services Council of Martin County, the Education Foundation of Martin County, Martin County School District, and Port Salerno Elementary School. The program is designed to strengthen foundational reading skills in kindergarten and first grade through targeted literacy coaching, evidence-based instructional practices, family engagement opportunities, and ongoing progress monitoring.

Project STELLAR’s long-term objective is to achieve measurable literacy gains in kindergarten and first-grade students so that 90% or more students score at or above grade level on the Grade 3 FAST PM3 English Language Arts assessment. Through a focus on structured literacy, explicit phonics instruction, high-quality curriculum, and meaningful support for teachers and families, Project STELLAR is building a strong foundation for lifelong reading success and ensuring that every Stingray has the opportunity to thrive academically.
